From Mumbai, he went to Calcutta and then from Calcutta to Delhi. The Delhi Durbar was organized under the leadership of Hardinge in Delhi.
3 big announcements were made in this Durbar -

2. Capital to be changed from Calcutta to Delhi
3. According to the language, three states were created namely Assam, Bihar, and Odisha.

There were only announcements in 1911 but they were implemented in 1912. On 1 April 1912, the capital of India was shifted from Calcutta to Delhi. Now a procession was taken out in its celebration on 23 December 1912.
Included in this procession were Lord Hardinge and his family and the royal dynasty. Rash Behari Bose made a master plan to attack Lord Hardinge.
Marmath Vishwas, Anand Vishwas, Master Amir Chand, Avadh Behari Lal, and Bhai Bal Mukund are supporting him in this plan.
When this procession was leaving from Chandni Chowk, Delhi, Lord Hardinge was attacked. Lord Hardinge and his family were injured in this attack.
