This pact happened between these two people Bhulabhai Desai and Liaquat Ali Khan.
Bhulabhai Desai came to politics at the time of Ani Basant's Home Rule League. After this, he was also associated with Bardoli Satyagraha of the Indian National Congress. He joined Congress in 1930.
In 1934, he was also elected to the Central Legislative Assembly from Gujarat.
When the British government was forcibly putting the Indians into world war II, in 1940 Bhulabhai had said that the Legislative Assembly that If this is not India's war, then India's support is also not there.
Bhulabhai Desai was a rich man, after his death, Bhulabhai Desai Memorial Institute was also made from his wealth. There is also Bhulabhai Desai Road in Mumbai in his memory.
The Quit India Movement lasted from 1942 to mid-1945. At this time all the big leaders of Congress were in jail. Gandhiji was able to come out on 6 May 1944 due to medical issues.
Bhulabhai Desai was such a Congress leader who was not jailed.
The British government had already said that no constitutional advancement is possible until Congress and the Muslim League can reconcile.
Therefore, in 1944, C Rajagopalachari had given the C R Formula, but Jinnah completely rejected it.
Now Bhulabhai Desai started talking with the Liaquat Ali Khan secretly. Liaquat Ali Khan was the General Secretary of the Muslim League since 1937 and after Jinha was the biggest leader of the Muslim League.
Big leaders of Congress like Gandhiji, Sardar Patel, and Jawaharlal Nehru had no idea about this.
Even in the Muslim League, no one knew about this pact, not even Jinnah.
Suddenly the news was leaked that a pact is taking place between the Congress and the Muslim League.
Jinnah and Muslim League refused to have any kind of agreement. Liaquat Ali Khan also refused to be involved in the negotiations of this pact or the pact.
Congress leaders were very angry with Bhulabhai because they said that why did they make these negotiations without discussing with anyone.
After this incident, Bhulabha's stature became very small in the Congress party. In the elections to the Next Constituent Assembly, Congress did not even give ticket to Bhulabhai.
Proposals in Desai Liaquat Pact:
This pact was an agreement to form a coalition government in the future.
The first proposal was that Congress and the Muslim League would nominate an equal number of persons in the central legislature.
Liaquat Ali Khan refused to form Pakistan on the point that Hindus and Muslims should be given equal representation in the Central Legislature.
The government that will be formed will work on the framework of the Government of India Act 1935.
